Kisara: This is true, but few have to speak with the Kage's about it. Only ninja's need to. Unless Rei mixed up the forms, which she wouldn't usually do.

Natsuki: That's true that usually forms are just sent to the Kage, and you are called in if Kage if they for some reason do not approve, but what's wrong with greeting the Kage?
